MEAL and Grant Management Delegate (m/f/d), Ukraine

GRC is currently seeking a MEAL and Grant Management Delegate to provide technical support on Monitoring, Evaluation, Accountability, Learning (MEAL) and support the management of GRC funded projects.

GRC has been a partner to the Ukrainian Red Cross Society (URCS) since 1986 and significantly increased its support after the start of the armed conflict in 2014. In light of the escalation following February 2022, GRC adapted its support to URCS in close coordination with other Movement partners and is currently focusing on disaster management, civil protection, rehabilitation, community centres as well as capacity building in finance, logistics, and quality control & accountability (QCA).

The Delegate will be based in Kyiv, Ukraine and be part of GRC’s Office at URCS headquarters in Kyiv. The Delegate will work under the supervision of the GRC Head of Programmes and be part of an experienced GRC team in Ukraine. The delegate will closely collaborate with URCS QCA department, mainly the units of Planning, Monitoring, Evaluation, Reporting (PMER) and Information Management (IM). The position involves travel to regions of Ukraine where GRC provides direct operational support.

Starting date: As soon as possible

Duration: 12 months

Location: Kyiv, Ukraine, with occasional travel in the region

Main duties & responsibilities:

  • Coordinate the interim and final reporting processes including obtaining narrative contributions from programmes, validating indicator and logframe entries, and preparation of reports according to donor specific templates/requirements
  • Support new project proposals or amendments to existing project agreements, including leading on project logical frameworks
  • Monitor grant deliverables and milestones, including working with finance team to follow grant spending and making adjustments accordingly
  • Collaborate with GRC Head of Office, Head of Programmes and Finance Delegate to ensure that all contractual grant obligations are met in a timely manner at country level
  • Liaise with GRC HQ regularly throughout the grant lifecycle from proposal development to project closeout

Technical MEAL Support at National and Regional Level

  • Support GRC programme delegates and managers to help their regional URCS counterparts incorporate MEAL considerations into daily work
  • Participate in field monitoring visits with GRC programme delegates and/or URCS staff, providing guidance on quality benchmarking processes and considerations
  • Strengthen the technical capacity of URCS National Committee, interregional, and regional QCA staff, or supporting QCA strategy/framework activities, as requested by URCS
  • Coordinate with MEAL specialists from Partner National Societies, IFRC, and ICRC to ensure aligned approaches on cross-cutting initiatives with URCS

Required Competencies & Skills:

  • 5 years or more experience working in the development or humanitarian sector or comparable experience, with preference given to those with international experience
  • At least 3 years of experience working in PMER, MEAL, Monitoring & Evaluation roles
  • Excellent grant writing skills, with proven record of reporting towards institutional donors, including development of MEAL templates aligning with donor requirements
  • Strong interpersonal and communication skills for engaging regularly with donors, other humanitarian organizations, and both national and expat staff.
  • Ability to engage and coordinate seamlessly with various teams to achieve tasks required
  • Detail oriented with excellent English language writing and editing skills.
  • Oral and written fluency in English is required, German and/or Ukrainian is a strong asset
  • Flexibility and adaptability for working under the pressure of multiple deadlines and competing priorities.
  • Robust mentality working and living in a country with conflicts and a changing humanitarian context.
  • Excellent skills in MS office application (Word, Excel, Power Point)
  • Knowledge of the Red Cross Red Crescent Movement is a strong asset
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • International driving licence
  • Work permit in EU and Schengen member countries is a strong asset

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as accommodation.
